On Arrival at the Counter
The customer need only present:
  • A pre-paid travel voucher.
  • A credit card to cover any additional services/excess.
  • Their home address and telephone number.
  • Local contact details.
  • Their passport and driver's licence.
The driver's license must be in English. If not, an international driver's license will be required.

Accessories
  • Towbars for Condors are available on request at a daily charge.
  • Child safety seats for certain models are available by prior arrangement at a nominal daily charge.
Special Equipment
Paraplegic hand controls for certain models are available free of charge by prior arrangement in Johannesburg, Cape Town and Durban.

Maps and Driving Directions
National as well as regionalised maps and driving directions to most major hotels are given to the tourist free of charge.

Collection/Delivery
Vehicles can be delivered to or collected from any area, subject to a pre-quoted fee which will be dependent on the estimated travel distance.

Mobile Phone Rentals
Mobile phones are available free of charge throughout South Africa from Vodacom, the most extensive network in the country, offering customers a huge saving on roaming charges and hotel call costs. The customer will be liable for a nominal daily insurance charge and call costs, which are charged at published rates. The mobile phone rental offers:
  • Free incoming calls & unlimited voicemail retrieval
  • Free itemised billing by e-mail
  • Free phone insurance if you meet your daily call cost target
  • Daily foreign exchange rates can be sent via SMS to your phone at a nominal charge.
  • All rentals include "Look4it" a revolutionary service that will tell the user the location and details of the nearest restaurant, ATM, movie, weather, tourism details or whatever else the user would like to know.

General Information and Conditions of Hire
  • For security reasons, renters need to produce a valid form of identification and a valid unendorsed driver's license at time of rental.
  • For all standard terms and conditions, please refer to the Budget Rent a Car Rental Agreement.
  • All vehicles are hired subject to the terms and conditions set out in the Budget Rent a Car (hereinafter referred to as BRAC) standard Rental Agreement. These terms and conditions may change from time to time.
  • The groups/models may be altered without notice. BRAC reserves the right to substitute vehicles reserved with a similar vehicle should the vehicle reserved not be available at time of hire.
  • Rental beyond the stipulated termination date must be authorised by BRAC. Should the extended rental not be authorised by BRAC, the excess waivers may not apply and in this event the vehicle shall be held at the sole risk of the renter.
  • A contract fee will be charged per rental agreement.

Drivers
  • A valid unendorsed driver's license must be produced by the driver or any authorised co-driver at the time of rental.
  • The driver's license needs to be in English.
  • If not, an international driver's license will be required.
  • The minimum age for drivers and authorized co-drivers is 21 years.
  • In the event of the driver being below 21 years of age, the following will apply:
    • Between 18 and 20 years an additional daily excess waiver charge will apply. The tariff is detailed in the Tour Operator conditions.
    • Co-drivers incur an additional charge as noted in the Tour Operator conditions.

Drop-off Charges and One-way Rentals
  • A one-way drop-off fee will be levied should the vehicle be returned to another Budget location in excess of 150 kms from the original location of rental. The tariff is detailed in the Tour Operator conditions.
Excess Waivers
Despite the caution taken by Budget Rent a Car and the driver alike, theft and accidents do occasionally occur. Prepaid packages for the international renter include excess waivers, offering peace of mind and guarding against financial loss. Standard cover option includes CDW, TLW and PAI. Super cover option includes SCDW, STLW and PAI.

General Information on Excess Waivers
  • Personal property is not covered by the excess waivers reflected above.
  • If CDW, TLW, SCDW and STLW or any combination thereof are purchased and the vehicle is taken outside the country of origin with the written consent of Budget Rent a Car the terms and conditions as stipulated in the Rental Agreement of the country of origin will apply.
  • The applicable excesses are laid down in the Tour Operator conditions.
NOTE: In the event of an accident towing charges are not included and are for the renters own account. If, however, the vehicle requires towing due to a mechanical breakdown, towing costs will be incurred by Budget Rent a Car. Any excess waiver cover will be null and void if an accident or theft is caused by any of the following:
  • Negligent, reckless, malicious or criminal actions of the renter or passengers as detailed in the Rental Agreement.
  • When the vehicle was not driven by the renter or authorised co-driver as stated on the Rental Agreement.
  • Driving under the influence of alcohol or any illegal substances.
  • Tampering with the odometer.
  • Failure to report an accident to Budget Rent a Car personnel within 24 hours.
  • Crossing the border without acquiring a letter of authorisation from Budget Rent a Car.
  • Breach of the provisions of the Rental Agreement.
Administration Waiver Claim Fee
An administration waiver claim fee as detailed in the Tour Operator Conditions will be charged on all excess waiver claims. Please note this includes claims where the renter/driver has purchased Super Collision Damage Waiver and/or Super Theft Loss Waiver.

Collision Damage Waiver (CDW)
CDW is included in the Standard Cover Rates.
  • The hirer is primarily responsible for the full cost of damages in the cause of accident/write-off. By acceptance of the CDW, the liability is limited to the car group excess.
  • The hirer will also be liable for the full value of damages incurred or the full value of the vehicle, in the event of an accident occurring where the vehicle was not being driven by the hirer or another authorized driver, as nominated on the Rental Agreement.
Super Collision Damage Waiver (SCDW)
SCDW is included in the Super Cover Rates. When accepting the SCDW, the hirer is liable for a lesser excess payment arising from Collision Damage Waiver, provided:
  • that the renter has not been driving negligently.
  • that damage has not been incurred to the vehicle while driving on roads where conditions are not suitable for the vehicle.
Theft Loss Waiver (TLW)
TLW included in the Standard Cover Rates.
  • In the event of theft, the hirer is primarily liable for the full value of the vehicle, or the cost of the original parts of the vehicle. By payment of TLW the liability is limited to the Car Group excess.
Super Theft Loss Waiver (STLW)
STLW is included in the Super Cover Rates.
  • When accepting the STLW, the hirer is liable for a lessor excess payment arising from Theft Loss, provided that the renter has not breached the terms and conditions of the Rental Agreement.
Personal Accident Insurance (PAI)
Personal Accident Insurance (PAI) is an insurance cover which provides limited cover to the renter and/or passengers in the event of medical costs, disability or death, and is included in the packaged rates.

  • All the above cover is in total, per occurrence.
  • Personal property is not covered by PAI.
  • PAI is subject to the terms and conditions of the Master policy (No: BUD/PACC/01/97).
  • Insurance by: Hollard Insurance Co Limited, Co. Reg. No.: 52/03004/06 and Mutual and Federal Limited, Co. Reg. No.: 70/06619/06. Third Party Motor Cover covers all Budget Rent a Car vehicles registered in South Africa, Botswana, Namibia and while travelling in South Africa, Namibia, Swaziland, Lesotho and Botswana.
Budget Assist
Included in PAI is Budget Assist, which is offered throughout South Africa, Namibia and Botswana to the renter. These services are rendered by MRI Criticare (Pty) Ltd and are subject to MRI's standard terms and Conditions. MRI can be contacted on the numbers below:

Budget Assist offers the following:

Medical Assistance
  • 24 hour service for all medical emergencies, be they accident or illness related.
  • Free transportation to the nearest appropriate medical facility by ground or air in the event of a medical emergency.
  • Access to medical doctors, ICU, nursing sisters and paramedics.
  • Assistance with admission to the medical facility.
  • As many hospitals require a deposit upon admission, Budget Assist will guarantee payment of such deposit up to an amount of R2000 (N$2 000; P2 000), which will be recovered from the renter.
  • Monitoring of the patient's condition and, on request, updates to family.
  • Telephonic medical advice for minor ailments.
  • Telephonic immunisation or prophylaxis advice.
Please note that these services are access only. The renter will be liable for the cost of the service rendered.

Roadside Assistance in South Africa
The 24-hour Budget Assist call centre (Tel: 0800 11 57 67) has access to a national network of motor vehicle service operators for mechanical break-down and/or vehicle accidents. When requested by the customer, Budget Assist will:
  • Dispatch an approved towing vehicle to remove your rental vehicle to a specialist workshop.
  • Provide roadside assistance for common minor problems. For example: flat tyres, lost keys, lack of fuel, etc.
  • Relay messages to family and colleagues in the event of a collision or breakdown.
  • Assist with accommodation and travel arrangements.
Please note that these services are access only. The renter will be liable for the cost of the service rendered.

Directions in South Africa
If the renter is unable to find their way, they can call MRI Criticare (Tel: 0800 11 57 67) to be assisted with directions, whether it be a specific street address or assistance on the shortest route to take.

In the event of an accident, please note the following:

Contact your nearest Budget agent:
Once you have received medical attention, please report the accident to your nearest Budget rental agent who will give you a step-by-step guide to the emergency procedure. Please do not allow the vehicle to be towed away without consent from the Budget agent. For quick and easy assistance, please have the following information available:
  • The registration of the vehicle (which is also on the keyring); and
  • The position or location of the vehicle. Where possible, please provide street names and easily visible landmarks.
Should you feel uncomfortable about divulging personal information in the event of an accident, please note you are not obliged to do so. All you need supply the relevant parties involved is the fact that the car is rented from Budget Rent a Car, and your Rental Agreement number. Only the police and Budget need know personal information.

Complete the accident claim form:
Each information pack contains a form, which should be filled out and delivered to to your Budget agent as soon after the accident as possible.

Please take note of the following:
  • Remember to make a note of the particulars of any other parties involved in the accident;
  • If repairs are necessary, please obtain prior authorization from Budget;
  • The accident must be reported to the nearest Police Station within 24 hours.
Safety Precautions
  • Keep vehicle doors locked at all times.
  • Do not leave luggage or valuables visible in the vehicle.
  • Remove all belongings from the vehicle overnight and secure them in your hotel.
  • Never hand keys to hotel personnel or leave them at hotel reception desks.
  • Please do not allow hotel staff to park your vehicle.
  • Do not leave your keys in your hotel room; keep the keys on you at all times.
  • Do not give lifts to strangers or hitchhikers.
Driving Guidelines in South Africa
  • We drive on the left hand side of the road and overtake on the right.
  • Speed limits are:
    • Urban areas - 60km/hr (35mph)
    • National roads - 80 to 100km/hr (50 to 63 mph)
    • Freeways - 120km/hr (75mph)
  • Traffic police use cameras and radar to enforce speed control. Speeding fines are substantial and will be debited to your account.
  • The legal blood/alcohol level for drivers is 0.05 (0.05mg alcohol to 100ml blood). Substantial fines and prison sentences are imposed for driving a vehicle while exceeding this limit.
  • All vehicle occupants are required to wear safety belts at all times. Fines are imposed for non-compliance.
  • Road signs are similar to the European system. Please refer to the signs given at the end of this brochure if refer to the signs given at the end of this brochure if you encounter unfamiliar signs.
  • Drivers are required by law to carry their driver's licence with them at all times while driving.
Road Information
  • Toll roads operate on most major routes in South Africa. Charges range from approximately ZAR1.50 to ZAR50.00 and are payable in cash or Visa or Master bank credit cards.
  • South Africa has the most highly developed road network in Africa, offering more than 52 000 kilometres of tarred roads. The distance covered by untarred roads exceeds 131 000 kilometres, but most of these roads are in good condition. The speed limits on these roads are lower than on tarred roads, so look out for the speed limit road signs on the side of the road.
Fuel (Gasoline) and Tyre Pressure
  • Most fuel filling stations in cities, major towns and along National roads (N-routes) are open 24 hours. Those in rural areas are likely to close at 18h00 and re-open at 08h00.
  • Unleaded fuel is available in South Africa, Namibia and Botswana and is the preferred fuel for all Budget vehicles.
  • In South Africa, fuel may be purchased only in South African Rands and in Namibia, only in Namibian Dollars.
  • Likewise, in Botswana, fuel may only be purchased in Botswana Pula. Bank credit cards are not accepted.
  • The recommended fuel grade and tyre pressure for your vehicle are specified in one of the following places in your vehicle:
    • on a sticker on the inside of the driver's door;
    • in the vehicle manual guide, situated in the glove compartment; and
    • on a sticker on the inside of the fuel cap.
